The U.S. Federal Reserve should consider formally easing the regulatory framework for U.S. banks that have more than $250 billion in assets but are not global players, a top Fed official said on Wednesday. The comments by Fed vice chair Randal Quarles will be cheered by the country's three super-regional lenders PNC , Capital One and U.S. Bancorp, which worried they would be hurt by a rewrite of the 2010 Dodd-Frank law passed by Congress in May that helped their smaller rivals.

Pittsburgh-based PNC Financial Services Group Inc. appointed its first regional president and local leadership team as the bank continues to establish its Houston presence. Julie Young Sudduth will serve as regional president effective immediately, and will head the local leadership team, the bank announced in a July 17 statement. Most recently, Sudduth worked as an executive vice president with Louisiana-based IberiaBank, and has previously held multiple leadership roles at Amegy Bank.
