Barrons.com – Citigroup's Ehud Gelblum today reiterates a Buy rating on shares of wireless chip giant Qualcomm (QCOM), and an $88 price target, writing that investors should not fret the company's disclosure in its fiscal Q3, two weeks ago, that many Chinese smartphone makers are holding out paying royalties to Qualcomm as the company deals with fall-out from an investigation into its licensing practices by the Chinese government. Probably, the country's regulators, the NDRC, will require Qualcomm to amend its royalty rates: It now appears clear to us that resolving the NDRC investigation will likely entail more than just a fine. While it is unclear what the NDRC will do, we expect part of the resolution to include the NDRC interpreting parts of QCOM's standard license agreements as in violation of China's Anti-Monopoly Law (AML).
